Low or old power steering fluid
On cars with hydraulic power steering, a low fluid level makes the wheel heavy, often with a whining noise as you turn. Check the reservoir, and if it is low, look for a leak rather than just topping up.
A worn belt or pump
The power steering pump is driven by a belt. A slipping or worn belt, or a failing pump, reduces assistance and makes the wheel harder to turn, usually worse at low speed and parking.
Tires and suspension
Under inflated tires create more resistance and heavier steering, so check the pressures first since it is free. Worn suspension or steering components can also add stiffness and should be inspected.
Electric power steering faults
Newer cars use electric assist. If it fails, a warning light appears and the steering goes heavy. This one needs a scan to diagnose.
